Jeff Peltier joined BlueVoyant from Morgan Stanley where he was Head of the Sales and Local Tax group. Before Morgan Stanley, Jeff spent 18 years in real estate principal investing, investment banking and mortgage finance at Lehman Brothers and Citigroup. Jeff holds a Master of Business Administration from Columbia Business School and a Master of Science from Columbia School of Architecture, Planning and Preservation. He obtained a Bachelor of Arts in Economics from Harvard College.
Mr. Moral Rubio is Head of BlueVoyant Spain. He was previously Global Chief Information Security Officer at BBVA where he helped establish the bank’s Cyber Security Software Development Department, launched BBVA’s Innovation 4 Security patent management company, and employed artificial intelligence engines to reduce incidents of cyber crime. Santiago sits on the advisory boards of Trident Cybersecurity and Team 8, and is Co-Director of the Data, Networks & Cyber Security Technological Institute. He is also a professor of mathematics (machine learning) at Rey Juan Carlos University where he holds a PhD in Systems Engineering and is currently pursuing a second PhD in Cybersecurity Governance and Mathematics.
Eric joins BlueVoyant after 27 years of government and private industry experience as a SIGINT Officer and project manager. He previously served as Director for SIGINT and Cyber in the Office of the Undersecretary of Defense for Intelligence at the Pentagon. He has also served in multiple operation leadership positions as an NSA Senior Executive, including the Chief of Eurasia and Western Hemisphere Analysis, Chief of Russia Analysis, and the Global Capabilities Manager for Countering Foreign Intelligence. Mr. Parker also served four years overseas, including a one-year tour in Iraq.
Ryan Agee comes to BlueVoyant after over 30 years at the National Security Agency, the last 12 as a senior executive level technical leader. Ryan applied his technical and leadership skills for the last 20 years to cyber related missions, with experiences including embedded systems development, systems design and integration, operational strategies, and business model improvements. He served as the Technical Director for both NSA’s computer network exploitation organization (2011-2014) and cyber threat operations center (2014-2017). Ryan was a recipient of both Presidential Rank Awards – Meritorious (2010) and Distinguished (2016).
Chris joins BlueVoyant with a decade of experience consulting to Fortune 500 and US Intelligence Community organizations. Prior to joining as BlueVoyant’s CISO, Chris was Booz Allen’s Chief Engineer for Commercial Cyber Engineering Services and Data Protection Solutions. He is an experienced advisor in the realm of cryptography, data discovery, metadata analysis, risk metrics/analytics, data visualization, and reporting. Throughout his career he has assessed, designed and built information security programs for a wide variety of large financial, pharmaceutical and technology organizations, as well as provided thought leadership within a series of data security initiatives. He has authored over 1500 pages in multiple volumes on data security topics, including cryptographic binding, metadata management, and cryptographic algorithms. Most recently, Chris and his team focused on advanced data discovery, classification, encryption and risk visualization techniques. He holds both a B.S. in Mathematics and a B.S. in Management Science from MIT, as well as a Masters in Computational Mathematics from Johns Hopkins.
Steve Silberstein brings 30 years of industry experience managing large global operations and small startups. Prior to joining BlueVoyant, Steve was CEO of Sheltered Harbor, a startup sponsored by the financial services industry to bring enhanced cyber security protection to consumers’ banking and brokerage accounts. Previously, he was CTO of SunGard, leading a global product delivery team of over 4,300. He has also served as head of Operations and Technology for Chi-X Global, based in Hong Kong, running new stock exchanges in Asia and North America, and has held senior positions at Lehman Brothers and was CEO of FAME Software. Mr. Silberstein is an adjunct professor at Fordham University’s Gabelli School of Business, and a member of the Leadership Council of Rensselaer Lally School of Management. He holds a B.S. in mathematics from Rensselaer Polytechnic Institute.
Peter is Co-founder and Chairman of Global Counsel, a regulatory, political risk and public policy advisory business based in London, Brussels and Singapore. He is a former European Trade Commissioner and British First Secretary of State. As Trade Commissioner between 2004 and 2008, he negotiated trade agreements with many countries and led European negotiations in the WTO Doha World Trade Round.
Prior to this, he held a number of Cabinet posts under Tony Blair and Gordon Brown including Secretary of State for Trade and Industry, Northern Ireland Secretary and Secretary of State for Business, Innovation and Skills. He was Member of Parliament for Hartlepool in the UK from 1992 until 2004 and Director of Campaigns and Communications for the Labour party between 1985 and 1990.
As well as Chairman of Global Counsel, Peter is a Senior Adviser to Lazard and an independent director of Global Ports Holding. He is President of the German-British Forum, the UK’s primary bilateral forum for promoting dialogue on German-British business, social and political issues and President of the Great Britain China Centre.
Peter is Chairman of the Design Museum in London and Chancellor of Manchester Metropolitan University. He is also President of Policy Network.
Vincent D’Agostino came to BlueVoyant from his role as a managing director in the Cyber Defense practice at K2 Intelligence. Before K2 Intelligence, he served as one of the most senior special agents within the Cyber Branch of the FBI’s New York Office and established himself as one of the U.S. government’s foremost authorities on investigations, identity theft, Dark/Deep web, crypto-currency, and international botnet investigations. Vincent is the recipient of the Attorney General Award for Distinguished Service for his role in the investigation and prosecution of the Silk Road online black market.
Chris Teekema is BlueVoyant’s Head of Client Implementation and Quality Measurement. Chris has over eight years’ experience in managed security operations across all functional areas of network security. Prior to joining BlueVoyant, Chris worked at Dell Secureworks as a senior network security manager and was responsible for the monitoring the health of the company’s 24/7 service line. He managed a global team of over 50 members and built multiple teams from the ground up.
Brian Miller comes to BlueVoyant from SecureWorks where he was a product manager responsible for business case development, customer acquisition planning, market segmentation, and go-to-market strategy for early concept offerings in mobile, cloud, and security orchestration. He has 10 years of experience in product management with eight years’ experience leading and developing products for the application security market. With extensive knowledge in customer experience design, he has developed market-driven solutions from conception to development and works closely with business and engineering teams to accelerate project delivery.
Ed Martin comes to BlueVoyant from Dell Secureworks where he was a senior product manager and managed asset discovery and vulnerability for the company’s Counter Threat Platform and was in charge of the Security Event Monitoring Service. Prior to this, Ed was a network security advisor and web application firewall engineer focusing on web application firewall management, integration and tuning for enterprise e-commerce and banking clients. Ed holds a B.S. in Security from Western Governor’s University.
Travis Mercier is the Head of BlueVoyant’s U.S. Security Operations Center (SOC). Travis previously led the Customer Security Operations Center (CSOC) and the Managed Security Threat Intelligence Cell as senior manager at Rackspace. He built and operated SOCs for five Fortune 500 organizations, and led remediation of multiple high-profile data breaches involving sophisticated adversaries and nation-state level threats. Prior to his time at Rackspace, Travis was a senior consultant at Ernst & Young and a senior consultant at CrowdStrike. He holds a B.B.A. in Information Systems and a B.B.A in Cyber Security from the University of Texas San Antonio.
David joins BlueVoyant from Beechwood Bermuda, a wealth management firm where he was most recently Interim CEO. Previously he was at Morgan Stanley, where he served as Chief Operating Officer of its U.S. Wealth Management Group. David has also served as Head of Merrill Lynch’s Global Private Client Direct Division. David is a securities lawyer by training and early in his career practiced law for several years prior to joining McKinsey & Company in New York. David holds a J.D. from Harvard Law School and an A.B. from Harvard University.
Ron Feler is the Deputy Head of Advanced Threat Intelligence for Israel at BlueVoyant. Ron Feler is the former Deputy Commander of the Israeli Defense Forces’ Unit 8200. He served in Unit 8200 for 26 years. Prior to becoming the Unit’s Deputy Commander, Ron was Head of Intelligence Production in the Unit. Ron received his B.A. in Computer Science and the History of the Middle East from Tel Aviv University.
Dan Ennis is the Global Head of Advanced Threat Intelligence for BlueVoyant. Dan has over 36 years of US Government service, principally with the National Security Agency (NSA). Prior to his retirement from NSA in 2016, Dan was the Director of the Threat Operations Center (NTOC). Prior to becoming the NTOC Director, Dan served as the Assistant Deputy Director of Analysis and Production, providing overall management of the U.S. Signals intelligence analysis and production mission across all mission areas (transnational and geographic targets). Other senior positions held included Deputy Chief, NSA Tailored Access Operations, Chief, Transnational Targets (counter terrorism, counter proliferation, counter intelligence, narcotics and serious crimes, and weapons and space) and Chief, Office of Russia. Dan’s distinguished career with the U.S. Government began in 1979 with the Drug Enforcement Administration (DEA). Dan is the recipient of the Donovan Award. Dan also serves on the U.S. Department of Defense, Defense Science Board, Cyber Task Force. He is a Senior Fellow with the Center for International and Strategic Studies, and the Executive Director of the Cybersecurity Institute at the University of Maryland.
Tom Glocer is a co-founder and Executive Chairman of BlueVoyant. Tom has been an active investor via his family office since he stepped down as CEO of Thomson Reuters in December, 2011. Prior to April 2008, Tom was CEO of Reuters, where he held a number of key leadership positions. Tom previously practiced law at Davis Polk & Wardwell in New York, Paris, and Tokyo. He is a director of Merck & Co., Inc., Morgan Stanley, Publicis Groupe, K2 Intelligence, Inc., and the Atlantic Council. He is the Co-Founder and Executive Chairman of Capitolis, Inc. Tom is also a trustee of the Cleveland Clinic and serves on The International Advisory Group of Linklaters LLP.
Dave Johnston joined the Army at the age of 15. He trained as an engineer and later transferred to special forces with the Commandos, where he served until he left to become a police officer. In 2004, David was appointed as a Commander at Scotland Yard. He operated as hostage negotiator and as an advisor to government in international hostage taking involving UK citizens. In 2008 David joined GCHQ as the head of the National Technical Assistance Centre (NTAC), providing technical services to support counter terrorism, cyber defence operations and national security operations across the intelligence and law enforcement agencies of the UK. David was awarded the Queen’s Police Medal for his outstanding contribution to UK policing and National Security.
Scott Brown comes to BlueVoyant from Stroz Friedberg where he worked for six years as chief legal officer in charge of the organization’s global legal affairs. Prior to joining Stroz Friedberg, Scott led the intellectual property and technology group in the Boston office of Skadden, Arps, Slate, Meagher & Flom LLP. While with Skadden, Scott focused on U.S. and cross-border mergers and acquisitions, securities offerings, commercial contracts, and counseling and litigation. Scott has worked domestically and abroad with a variety of U.S. and international clients, from growth-stage companies to some of the world’s largest corporations, as well as private equity firms and investment banks. Scott earned a bachelor’s degree in history from Trinity College, and a law degree from the University of Connecticut School of Law.
Francesca List is the Director of Human Resources at BlueVoyant where she is responsible for all aspects of employee and resource management. She joined BlueVoyant after spending ten years at Morgan Stanley working as an analyst in Firm Management. Francesca graduated cum laude from the University of Miami.

Marie comes to BlueVoyant after building and leading Effective Communications, a content and communications firm. Her clients include McKinsey & Co and the Boston Consulting Group, as well as large technology businesses, publishing organizations and universities. Marie has been the content director, writer, and editor on a wide variety of thought pieces, including articles, issue briefs, press releases, major studies and reports. She has also ghostwritten five published business books. Frequent subjects include technology, finance, management, and the digital economy. Formerly, global marketing director of the Information, Communications and Entertainment practice at KPMG International, Marie oversaw marketing operations, created thought leadership campaigns, and led internal and external communications for the practice worldwide.
Milan Patel came to BlueVoyant from his role as a managing director in the Cyber Defense practice at K2 Intelligence. Before K2 Intelligence, Milan was the CTO of the FBI Cyber Division in charge of technology strategy. Milan organized and co-lead the Joint Requirements Team, facilitated by the White House National Security Council. Prior to that, Milan was one of the FBI’s most senior cyber agents and initiated and lead numerous high profile, global cyber investigations. Milan was a member of the FBI’s elite SWAT team, and was the recipient of the Federal Law Enforcement Officer of the Year.

Jim is the recipient of the 2017 Critical Infrastructure Protection Award from the Financial Services Information Sharing and Analysis Center. He is the co-Chairman of Sheltered Harbor, a consortium of major banks, securities firms, industry associations, and technology service providers with the mission of preserving systemic confidence in the event of a cyberattack. He is the past Chairman of the Securities Industry and Financial Markets Association, and has chaired its Cybersecurity Committee from 2014-2017.
Austin P. Berglas comes to BlueVoyant after building and leading the Cyber Defense practice at K2 Intelligence. Prior to K2 Intelligence, he served 22 years in the U.S. Government. Austin was the Assistant Special Agent in charge of the FBI’s New York Office Cyber Branch. There, he oversaw all national security and criminal cyber investigations in the agency’s largest cyber branch, and was awarded the FBI Director’s Award for Excellence in a Cyber Investigation. Prior to the FBI, Austin achieved the rank of captain in the U.S. Army.
Gad Goldstein has more than 30 years of experience in the Israeli security and intelligence community. In his last several positions, Gad served as a division head, in the rank equivalent to Major General. Gad was the founder and CEO of K2G Global, a Dark Web threat intelligence company acquired by BlueVoyant. Gad previously served as a research fellow at the Brookings Institute in Washington, D.C. He received his M.A. in public administration, summa cum laude, from IDC Herzliya’s Lauder School of Government, Diplomacy, and Strategy, and his B.A. in political science, summa cum laude, from Bar-Ilan University.
